Performance measurement is an excellent tool to monitor results. By reviewing results on a regular basis, you drive focus on how well a task, a process, or a strategy works.
To improve performance, measurement is only half the puzzle. The other half is to understand the root cause of any issue that leads to the particular performance level.
You need to have someone take ownership of uncovering issues, exploring alternatives, and implementing necessary changes. This takes effort and commitment.
It is a discipline.
Often, a team reviews results monthly. The manager poses questions to understand the situation. Then, the team identifies plausible actions to correct course. But it falls short of designating a single person to take ownership and nailing a target date to complete the work.
Without clear ownership, the work falls through the cracks.
